- 2.2 lbs (1 kg) potatoes, peeled and diced
- 1 onion, finely chopped

- 8.8 oz (250 g) canned tomatoes
- 3 cloves garlic, finely chopped
- 1/2 bunch parsley, finely chopped
- Salt to taste
- Black pepper to taste
- Paprika to taste
- Savory to taste
- Olive oil
For the Topping:
- 17.6 oz (500 g) plain Greek yogurt
- 1 egg
- 1 tablespoon flour
- 1 teaspoon baking soda
- Salt to taste

Instructions:
- Heat olive oil in a large pot over medium heat. Add the ground beef and cook, breaking it up with a spoon, until it is no longer pink.
- Add the onion, carrots, and garlic to the pot and cook for another 3-4 minutes, until softened.
- Stir in the potatoes, canned tomatoes, salt, black pepper, paprika, savory, and parsley. Mix well.
- Transfer the mixture to a baking dish and add 1 cup (200-300 ml) of water.
- Preheat the oven to 350°F (180°C) without fan convection and place the baking dish in the lower rack of the oven. Bake for about 1 hour.
- While the moussaka is baking, prepare the topping. In a large bowl, whisk together the Greek yogurt, egg, flour, baking soda, and a pinch of salt.
- After 1 hour, remove the moussaka from the oven, pour the topping over it, and return to the oven.
- Bake for an additional 10-15 minutes, until the topping is golden brown.
- Cut the moussaka into portions and serve.
