Instructions:
- In a large bowl, combine the ground meat and rice. Season with salt, black pepper, paprika, savory, and hot chili pepper. Mix well to combine.
- Take one cabbage leaf and place a spoonful of the filling in the center. Roll up and press lightly. Continue with the remaining leaves.
- Place a few cabbage leaves on the bottom of a pot. Arrange the cabbage rolls on top. Pour over oil and add a few more cabbage leaves. Weigh down the cabbage rolls with a plate and add water to cover.
- Simmer over medium heat for 90 minutes.
